Project Overview

Due to the age and condition of the structure, including the mechanical and electrical components, the Connecticut Department of Transportation (CTDOT) is considering various options for the future replacement or rehabilitation of the existing bascule bridge which carries four (4) railroad tracks over the Saugatuck River in Westport, Connecticut.  The aging structure is operated for periodic testing, however bridge openings for marine traffic are virtually non-existent.  Failure of the structure to properly open/close would pose a significant risk of major long-term disruption to the Northeast Rail Corridor and to a lesser extent, maritime traffic.  Therefore, the CTDOT is considering the viability of replacing or rehabilitating the moveable bridge.

The primary task associated with the Project is the completion of a Feasibility Study which includes the preparation of a Fixed Bridge Evaluation Report and an Environmental Report.  The Fixed Bridge Evaluation Report will consider various structure alternatives for a fixed structure and will include a Marine Use and Navigation Study which will identify navigational and marine design considerations that may be affected by the construction of a fixed bridge.  The Environmental Report will identify key environmental features that may be affected by rehabilitating or replacing the existing structure.  Potential environmental impacts will be identified, and potential mitigation measures will be conceptualized

The Feasibility Study will concentrate on the infrastructure in the immediate vicinity of the SAGA River Railroad Bridge. It will also study the effects a fixed structure would have on the area in the vicinity of the bridge approaches at a broader level.  The Study will also investigate the feasibility of increasing track speed to as much as 110 MPH through the area. Currently, there is a 45 MPH speed restriction across the SAGA River Railroad Bridge.    

These changes will likely require a higher track profile and an increasing of the distance between the tracks.  The Feasibility Study will evaluate this impact on the Westport Station, highway under/overpasses in close proximity to the new structure, adjacent private properties, and railroad appurtenances such as catenary and signal and communication systems. 

In summary, the Feasibility Study will identify transportation issues, priorities, and potential environmental concerns associated with a fixed bridge alternative.  This can be used in future planning as the CTDOT determines the best option for the future replacement or rehabilitation of the bridge and will aid in minimizing the duplication of work during future studies.
